I'm not an expert but does it have anything to do with direct x and Win10 having like DX12 or something?

i tried switching between lvl 91, 95, and 81. it still had the base change in fps however it seemed to drop my dx8 to dx9 fps. my system tray and drivers for my AMD Radeon(TM) R7 360 Series changed and idk if any of these things matter

FIX
apparently my new drivers had this http://imgur.com/9czUz6b enabled by default which is really bad and serves no purpose other than making your game look like youre standing 6 feet further back than you actually are.

For the vsync go to the xbox app and disable the game DVR recording thing (second tab of settings). It forces vsync 60fps. I got Windows 10 recently as well and it hurt my performance too. Even with more fps settings I can't get the same consistent framerate I had before. I might downgrade but I'll wait a bit to see if anything improves.

Are you certain you disabled all the bullshit settings and bloatware that comes with Windows 10?
This is a pretty good video to watch over just to make sure you have.

And note that "diagnostics tracking service" got renamed to "connect user experiences and telemetry"
