why has the horrifically pixelated "default" crosshair not been sharpened up in the 9 years since its making

i'm gonna learn how to make font files and make a sharpened carbon copy of it for a hud crosshair. vtf crosshairs are a pain, having to load them locally/in sv_pure 2 servers every time you play.
