That video did make Fox look a little suspicious, but I never really play scout, and I have bad hitscan aim anyways, so I'm not really one to judge.
I've played with him in highlander pugs (he always plays sniper) and I've never noticed anything outrageous from him. Also, despite his profile being private, he has a screenshot of his hours, and (as long as they weren't faked with the steam achievement manager or something like that), he has 1300+ hours on sniper, and 700+ hours on scout as of last October.

There are two main versions of aimbots, one being a 3rd party software that will lock onto the enemy hull and then the user has to left click (shoot), and the second one being a sort of 'mouse-over' effect, where the 3rd party software will shoot whenever the cursor is over an enemy hull.
From what I saw in the video, there were no hard or direct/straight line snaps to speak of, so the only thing he could've possibly been using was the mouse-over. Even at 9:10, you can see he looks up first, and then moves his cursor over to the scout, if he was toggling a lock-on program, then he hides it well.
