so im currently moving to a different house on the outskirts of my town, and apparently the highest download speed we would be able to get is 25 mbps (with other isps in that area offering 15-20 mpbs). i don't know too much about internet speeds, but comparing to the 200 mbps we would usually get, 25 sounds pretty terrible, and maybe unplayable.

Tf2 was released in 2007. The average US internet speed then was 1.9 mpbs.
25 is easily "playable", you don't need much dl to "play"

Bandwidth doesn't usually have an effect on online games, unless your bandwidth is abysmally low.
You should honestly be fine playing pretty much any game on steam as long as you have at least 1mb down and up (playing, not downloading), if there is a problem its typically routing related.
I used to play on 1.5 down and .75 up when I got new internet (150/150) there was no difference in ping, connection, etc
Playing games, for the most part, doesn't use much up/down. We managed to play on 56k and lower years ago. Yeah it wasn't quite as smooth as today and pings tended to be higher but it was totally worth it (definitely very playable).
I had 6mb back in my town and I was really comfy with it, usually would get from 50 to 70 ping, downloads or watching in HD weren't a problem, now I'm stuck with 1mb and I pretty much can't do shit with it, but it's just because this ISP sucks, you will be fine with 25mb so don't worry about it, you would just have to wait a bit longer to download 10gb games but it's not that terrible

25 is fine for video games, hell 5 is plenty

i played years ago with no problem @ .5 mbps down and had 0 problems. this game is not very bandwidth intensive
Just don't do downloads/uploads while playing. Sounds like you're going to be on DSL/VDSL. Make sure you check what upload speed you're getting cause if it isn't VDSL you're looking at 1Mbps Upload which is a nightmare if anyone tries to upload anything.

the only advantage to having higher up/down speeds is would be downloading quicker (i.e., fast-dling new maps when joining servers) and being able to stream/watch streams with a decent bitrate (that said, as long as you have ~3mb up/down you should be fine)
at my uni i get like 150+ up/down so its super quick to download shit but its not like i get throttled in game when i go home and have slower speeds
