Regarding maps, there are some that are only played in NA (metalworks) and some only played in EU (reckoner)
If both regions are to use the same map pool, these should probably be left out.
Regarding rules, id like the EU 30 min timelimit and the ESEA 5 point winlimit but thats just my opinion.

I don't exactly remember where this was mentioned, but I remember someone bringing up an idea of offering a free division for new players as a possible incentive to play ESEA (since this announcement hadn't happened at the time) over UGC. I feel like this can be something interesting to experiment with to attract more players in. Including more formats (HL, ultiduo, 4s) as mentioned before.
If ESL does end up choosing to host a TF2 league for EU, NA, and possibly AU, the winlimit rules and map pool may need to be revised to be uniform for all regions, but I think that's one thing that we can discuss ourselves. I'd love for ESL to host a TF2 league and I'm certain we'd all be incredibly happy to work with people for the better of the competitive game.

I would like to see money and exposure from ESL to competetive tf2. Especially the regions needing it the most right now like EU and AU that's probably where tf2 has lost most of its players due to lack if money

These little cups that companies in the past decade of tf2 have decided to host are generally insignicant, to the point where the organizers are surprised it didn't have a bigger turnout. With that said, however, I can 100% guarantee that if you held legitimate tournaments with money, but not too often (so you could provide larger prizes), you will see the top of the competitive scene bloom a lot, and thus the rest of the competitive scene.

This is a difficult situation to deal with. From a business PoV, I can completely understand the apprehension from ESL. Immediately putting money into an unfamiliar scene (edit: it's been a looong time since they were here) with no guarantee is a pretty decent risk. If the comp scene boasted 10-20k more players than it currently does, I think there wouldn't be an issue with them probing the scene with a few experimental cups to see the turnout and success. However, This isn't TF2's first rodeo with prizeless tournaments, or ESL. The TF2 community is one that has been frankly abused by its developers, coupled with organizations/leagues that seem to only feign interest in the game long enough to say "nope not for us". However, in my opinion, ESL (nor any other league) can simply ask a grass roots, community run, competitive scene to ditch/switch from a reliable community infrastructure to one that could be gone after its second or third tournament/season. Also, locking down to just EU immediately kills the interest of (guestimating) 40-50% of TF2's competitive community.
So I guess what my personal response to ESL would be pretty much summed up by corsa. Don't expect effort to be put into your cup if you don't put effort into the community.

The TF2 community is amazing and puts in a lot of effort in a lot of different ways to support itself, but significant and sustained participation in some silly online, prizeless cups hosted by a large organization on the premise of them maybe throwing us a bone later is not something I ever see working. It's been tried before, we don't play and keep playing so even if there was any truth to something bigger being possible in the future, it never happens.

What is ESL doing better than ETF2L that will encourage people to play ESL? (I get that you're not going to schedule stuff at the same time as them, but people aren't going to play cups and officials left, right and center.)

The anti cheat team is very good and they don't require you to run the game through a client, which may still be plug and play but its still a mandatory program that people have to download that they wouldn't have to elsewhere.
The only thing I see that you're offering is the chance for more cups and expansion in the future, which other orgs have offered before, but they also ran their cups with money. It still didn't take off because the cups were such a mess to play in for different skill levels and the only teams that would compete were the ones likely to win anything.
Also, ETF2L don't restrict people from playing from any country, provided they use EU servers and play with EU times unless their opponent agrees otherwise.
