The final vote will be in January, if im not mistaken and it will be up to the individual goverments to interpret how to apply these articles in law. Hopefully this mitigates the power it will give to certain organisations.

article 13 is what is being called the "meme ban" because of what it implies.
websites can be "mere conduits" which means that they essentially just transfer the information with no interference. an example of this would be a website like imgur.com. you upload an image, and then its on the website. They have no input on what you upload unless it breaks their rules, then they remove it.
Article 13 changes things, if you upload a copyrighted image to imgur.com, previously they would not be liable for what you've uploaded. Article 13 removes the "mere conduit" exemption from these websites, so in this case imgur.com would be liable for removing the copyrighted content that you uploaded to their website. now when you think how large a website like imgur.com is, you can start to imagine the massive task that would be removing any and all copyrighted content from their website.
the problem with this is that there is so much shit online that its impossible for it to be controlled by people, so an automated system is essentially the only way. with any automated system comes false positives and such a system wouldn't be able to determine fair use exemptions like for parody or review. If you've ever experienced youtubes content ID system first hand you'll know how absurd it can be, striking videos for no reason and seeing copyrighted content where there is none.
