Not entirely true, baring in mind people who have just had a drink of coffee/caffeine products generally increase their hr. A lot of factors affect heart rate.

A lot of misconceptions about heart rate and fitness out there. Some people just normally have a high Resting HR while still being very fit so you need to compare your Resting Heart Rate and Recovery Heart Rate.
Your Resting Heart Rate is the BPM while inactive and your Recovery Heart Rate is the BPM after doing a slight intense workout for 3-5 minutes and then resting for 1 minute. If your Recovery Heart Rate is the same or lower than your Resting Heart Rate it means you're very fit and healthy. (Believe the margin of +10 from your Resting HR is decently healthy from what I studied)

number one cause of death in the us is heart disease. the heart is considered a muscle meaning the more cardio you do, the more efficient it can pump blood throughout your body. a resting heart rate 80+ is not healthy at all.
