Not much to be done for the PSU I'm afraid. You could save 10-20£ by going for a semi- or even non-modular 80+ Bronze that ranks like 5 tiers lower, but it just doesn't seem worth it. So really it's between the the Focus Plus Gold and a G3.

They're both very good, hard to say which one is better (better regulation on the Seasonic, but better +12V ripple supression on the G3 and so on) and although I'd lean towards the G3 in that regard I'd actually recommend the Seasonic. It's shorter and quieter at low loads, which unlike the difference between 12 and 25 mV ripple you might actually notice.

Still didn't check the RAM but I trust you to ctrl+f through a QVL once you've picked the mobo.

Not sure which decent coolers are reasonably priced in the UK right now but 50£ should be enough to give you some options. You can spend more money on that and the mobo if you want to. X570 prices still aren't great so I'd recommend B450/X470 with CPU-less BIOS update just to be safe.
PSU prices are always terrible so I'll have to search manually later.
Didn't check the RAM QVL either but since the mobo might still change I couldn't be bothered.

FYI the GTX 1660 (Ti) use the same encoder as the rest of Turing (RTX), only the 1650 doesn't because of reasons.
A GPU upgrade just for streaming might not make much sense though if you were going for a CPU upgrade in general and just want it to handle streams well. If you're using an older nVidia or AMD card you might want to test how well your current card does before considering any upgrades.

Unless you care very deeply about the tasks where the 9900K performs slightly better (e.g. TF2 without streaming) a 3900X might make more sense. Similar for 9700K vs 3800X/3700X.

Also unless you desparately need the iGPU a 9900KF is cheaper and otherwise identical.

With a cheaper and/or used GPU, maybe dropping the HDD, 8 instead 16 GB RAM you could get this below 600 if it's not in October.

The 9100 non-F is so much more expensive than the 9100F (no cooler, no iGPU) that even with a 35£ cooler the F would still be cheaper. Any cooler will do so unless you think you really need that iGPU go with the F.
B360/H370 only support 2666 RAM, but it's really not worth buying a Z370/Z390 mobo just for faster RAM.

Case doesn't matter much, pick whatever you like, can afford and isn't complete garbage.

3400G is also an option, slightly faster and SMT is nice for other things.
Overclocked it would still be slower than an overclocked 9350KF, but about on par with the 9100F.
So it's a bit of a niche/sidegrade, because if you don't want to oc it loses to the 9100F and if you do you can afford the 9350KF with a bit of fiddling.
