For me it does that sometimes and just refreshing the server browser / changing tab from all servers to favourites etc a few times helps

Have you tried verifying game cache after reinstalling and launching the game with -autoconfig and -reset?

You have the link for the hud and you have even been linked a video series how to make your own hud. Or, you could use google to search how to update huds.
