I'm sure you're spot on with the historical knowledge but it wasn't really a wacky health belief. TB is spread through microdroplets of saliva when sneezing or coughing and kissing. It does normally require repeat exposure but don't underestimate it if you know someone with TB, it's a dreadful disease. Spitting on the ground is less likely to spread TB but spitting in someone's face is a good way of spreading it efficiently.

I'm not saying the money is the motivating factor though, it's the desire to win. Imagine you're deciding how to run bets on an upcoming MGE cup and you decide to cover the final - Mike vs Stark. Now stark is gonna get fucked, everyone knows that, so in order to sort the betting out a bit you make it so that stark wins if he gets 10 points. Mike (being a dodgy bastard and so far above the competition) can afford to throw a bit to win fat refined as well as the tournament prize. This situation only happens when the winner can afford to throw a bit and will still win - but that's exactly the situation in which you want to split bets.
I think for regular games the appeal of winning and the risk of being caught outweighs getting a moderate amount of refined. But in this case they win anyway, and get money for winning, and get a tonne of refined for fixing the result toward a huge underdog.
A quick point about yesterday's bets involving froyotech: if you split the bets to encourage more people to bet on the underdogs, and make it so that they win the bet if the underdogs win a map, or the first bo3, you're actually making it soooo much easier for froyotech (or any team in their position) to abuse the system. They can just throw a map and still win the game, thereby winning doubly.
I suppose you can counter that by saying that any match fixing is bad and possible for any game but the biggest deterrent to match fixing in TF2 is that people want to win more than they want to get a few refined metal. If you give them an opportunity to do both, I think you'll have trouble.

that's really my only complaint about the map currently and maybe you could move the spawn forward a bit/flatten it out
or just raise the level of the crate on mid instead of adding a new one on top of it
simple fixes are much better than adding props everywhere normally

If you think koth_ultiduo_r_b7 made medics play passive you were playing the map completely wrong. You have to get involved much more actively than in baloo, with your ubersaw, taking shotguns, distracting. Yes, crossbows are less important on koth_ultiduo but there is definitely more aggressive medicing on koth_ultiduo if you're playing the map correctly in any way.
