Competetive tf2 is difficult to follow for a new player for a bunch of reasons, but I doubt taking 2 players out of the server will do anything to solve those problems.
One reason some people don't like watching competetive tf2 is because of how slow moving it is, increasing timers will just add some more buffer time to the inevitable uber vs uber stalemates.
