Would you happen to know if there's a way to limit framerate to see if it's my upload that's causing problems, because that was something that can cause issues, right? Like a console command or something?
I'm really trying to get into this game but for the life of my I can't seem to get a consistent framerate or get rid of microstutters. If I'm by myself or off in a corner of a map somewhere I'm getting 144 fps, but if I can see 1 or 2 people I just start getting stutters and dropping frames. I've tried doing things like playing in windowed, playing on all low settings, playing on all high settings, playing on some low settings and some medium settings, downscaling to 1280x720, turning down resolution scaling or whatever, forcing on v-sync in nvidia control panel; just a mix of everything I could think of or what I could read on random forums and shit. I have a GTX 1070 Founders Edition and an i7 4790k. Am I missing something or am I just bonered until they push an update?

There are a couple of things I've thought about before that I think might make Scout vs Soldier a little bit less aids in general, but I'm not sure if they're super feasible or just retarded or whaetever.
First would be a little bit out of the realm of possibility tbh, and already something ppl want done, but to re-do how explosions are calculated to make small lips and stairs and shit not be nearly impossible to do splash damage on. It would be an indirect buff to explosive classes that would make certain areas on maps more viable to fight on.
Second would be to make it so scouts couldn't double jump if they get knocked in the air by a rocket or sticky or something. Right now, if you manage to get a good splash shot on a scout that bumps them up into the air a bit, they have the ability to jump again which can make them super hard to hit because they can use that jump to gain speed to strafe more or close the distance a bit towards you to get a meatshot in or something like that. If you remove the ability to double jump, it can make them a little bit more easier to hit with a followup direct or actually open them up to the possibility of cratering or something.
I don't even care if that second one would happen, but if they could make splash damage on bumpy surfaces and shit more consistent that'd be really cool.

Played with him last season. Super cool dude and definitely good at demoman. You can tell he really wants to improve and is always looking for ways to do it. He has a lot of potential, just needs to get on a solid team to really help bring it out.
