You don't. You either get far enough in the playoffs in the division below it, or you join a team or hijack the roster of one that's already in CEVO-P.
Edit: There's a placement tournament, forgot about that. You still have to be invited first apparently.

When did this start happening? Was it after the Halloween update?
Does your FPS drop, or is the FPS still about the same when it freezes? If it's the latter, it would likely be a connection issue.
If there's dust on your components, you could try cleaning it with some compressed air. At my house we have a giant air compressor that we use, but we need to be careful so we don't damage the fans. A can of compressed air would probably be available at Walmart and you probably wouldn't need to worry about damaging anything.

CEVO registration ends on Monday, November 23rd. I'm not exactly sure when the first week of matches will be (probably the first week of December, because the week of November 23rd is Thanksgiving). So, you'll have at least a month to work on things, possibly a bit longer.

they used to be sv_pure 1. If you are gonna use quake textures you just have to deal with it- Fixed sv_pure defaulting to -2 instead of 0
How Valve configures their servers has nothing to do with the default configuration. Also, that's "-2", not "2". I'm pretty sure there's a difference, but -2 probably reverts to 0 anyway.

Twitch has been having problems with people making their bodies the main focus of the stream, seemingly mostly females. So they did this. They had to do the same for men to avoid PR issues.
Okay, this is actually amazing. Instead of having everyone give feedback on a new map (a lot of it not being of any use), the mapmaker will get mostly feedback from the top teams. I could see this being useful for final testing of maps.
