Are you certain the display isn't 144hz on tf2? You can check with the connection info within the monitor OSD (system setup > information).
Look at your net_graph (area 9). Are you extrapolating? Yes? Then raise interp. No? Well shit.
And btw you don't need cl_interp_ratio in your scout config...
And if you don't have cl_interp in all your other class configs, you'll be playing with 21ms after playing scout. It would be 15ms before playing scout.

Have you tried what I suggested above (renaming the file extention .vob to .mpg)? I don't have a DVD and I'd like to know if it works on Vegas.
Do you have a .ifo file accompanying the .VOB files? you should be able to import that.
How did you rip the video off the dvd? it should have .ifo files alongside the vob.
Otherwise...
Try changing the .vob extension to .mpg and reimport to sony vegas.

BRZ, could you use an application like GPUZ to monitor for gpu activity while it's in the background?
That way you'll know for certain which GPU is being used.

what are you using to enable lightboost?
Don't use nvidia 3D software, use toastyX's strobelight thingy.
Does the issue remain with lightboost disabled?
Lightboost can make stutter more apparent than without.

Yes, LightBoost motion can make stutters and tearing easier to see, especially at lower framerates. (Regular LCD motion blur actually helps to hide small stutters and tearing).
Using a higher frame rate will compensate for this. Getting LightBoost benefits requires a much higher frame rate than normal (e.g. 120fps @ 120Hz). You may need to adjust your game detail settings and/or upgrade to a more powerful graphics card (e.g. GeForce GTX 680, GTX 770, GTX 780 or Titan).
For solo gameplay where input lag is not critical, you may wish to try playing with VSYNC ON or Adaptive VSYNC. LightBoost particularly benefits motion clarity of motion during framerate=Hz.
