GPU won't affect your frame rate in tf2 unless it's so shit that it bottlenecks your CPU, also it's way harder to get bang for your buck in tf2 in that even a top of the line gaming computer probably couldn't hold 200 fps constantly in a crowded pub while the same computer could put out 600+ fps consistently in cs:go.
That said you're not really getting the performance you should be, check there's nothing weird going on in nvidia settings and make sure cl_threaded_bone_setup is set to 1?

animations/hitboxes look clunky and gross and there are no interesting dm-based battles to be seen. In fact as far as I can tell there isn't even a tactical movement system and aim requirement is basically zero
Seems like it's only notionally an fps in that it's pretty much a strategy game from a first person view, pretty disappointing.
edit: by tactical movement I mean like dodging and height ad and stuff, obviously there's way more charging and flying in this game than your average fps
Generally, it'll be when you have a slight damage/positioning advantage that you can widen if you play aggressively.
For example, say your scouts/demo got their demo low on gran mid, you might want to bomb death corner aggressively with your roamer to capitalise, as long as your flank is locked down (which it should be as long as your scouts aren't going for 1v1s). This is because you're unlikely to lose your medic and you really stand to gain and extend your advantage by playing aggressively and blocking their combo's escape.
However if their med is already down, and they have only a few players left, it's better to let your flank chase because it's likely their survivors will try to neutralise your uber ad.
Basically the best way to learn is by playing pocket with nice people and you'll instinctively know what to do as you get to understand the game more.

other than notable weapons/ideas from tf2 like medigun, sentries, cp/payload etc, I doubt this will play anything like tf2. Abilities with cooldowns, lots of melee, and overall a focus on making the mechanics "cool" rather than simple mean that it looks like it'll be difficult to play competitively

mat_queue_mode 0 will (although Comanglia is right about it not being a *huge* performance hit). mat_queue_mode -1 will default to queued multithreaded anyway, so it's literally just the same as 2 but with fewer bugs. I have no idea why so many configs have the command set to 2.
