Your max possible height will depend on the diameter of the dowel rod + waste from overlap. The trick is optimizing the diameter of the tube so you get max height but a structure that can support itself.
If you can do whatever you want to the paper, you might as well soak/coat it with shellac and make a composite. You could cut the paper into thin strips and roll them diagonally around a dowel rod, pull the rod out and then coat with shellac/starch to make a rigid tube. Tape the tubes together and then make a small tripod for the base.

Just got a new LCD and looking to get rid of my HP P1230 CRT. It's a 22" flat screen and will run at 160Hz for 1024 X 768 and lower.
Everyone who wants a 120Hz LCD probably has one by now, but some people prefer CRTs so I thought I'd put it up anyway. If you are in the Austin area and want it just post here, otherwise it's going to Goodwill.
