turtsmcgurtswonderland is just trying to point out that because you have 0 proof, you shouldn't phrase your post as if you're perfectly certain that he is actually hacking.
Mr_PerfectYesterday during Newbie Mixes, a player under the alias Daichiki added up into Newbie Mixes, where he then used aim/visual assistance to improve his playing abilities. We currently don't have the STV, but are going to be getting that soon (In case anyone cares). I am mainly posting this so that hopefully other admins of large pug groups/tf2mix and pug.na can be on the look out for him.

tl;dr Some guy named Daichiki hacked in Newbie Mixes, other admins should just be on the look out.
EDIT: Just informed by Tragic that the Newbie Mix servers do not have STV's... I guess if the accused wants to clear his name he can send us a demo? Other than that we don't have any direct proof, other than the players and coaches that played with and against him.
Mr_PerfectFrom evidence from players and respected coaches who have played in ESEA and throughout looking over the profile of the accused, I came to the conclusion that a participant in Newbie Mixes was hacking in some way to improve his performance. This individual supposedly was on sniper for everything except mid. While on sniper, the other participants in this mix have said that this individual hit only 1 or 2 body shots and the rest were headshots (he didnt miss).
Lets put it into perspective, Max! a plat sniper and probably one of the best in the game misses shots, body shots and head shots included. While on the accused's profile, I saw that he had ~50 hours in TF2, he did not have any other steam games that would "translate" that kind of hit scan accuracy to tf2 (sorry if that doesnt make sense).
Although I do not have an STV, I can still ACCUSE him of hacking, just like everyone ACCUSED kukkye of hacking before he went to LAN. Just because I am ACCUSING him does not mean that he did it, and if he wishes to clear his name he can add me and I will post the entire chat log we have on here (Ive already sent the request he has not accepted yet).
tl;dr I believe the individual was hacking even though i do not have STV/Demo evidence. Some perspective... Max! (#1 Sniper) misses shots. Im just accusing him, nothing is set in stone here, they are presumed innocent until proven guilty #'Merica
Hopefully that gets my point across.
Also if we are ruining his reputation as a legit player, why doesn't he come post here and help us decide if he is or is not hacking. Don't say that he wouldn't know about TF.TV, every 45 minutes to an hour, an admin at Newbie Mixes promotes TF.TV and Tragicservers... #tragicservers #tragicdabes

Most players recorded a demo, but seeing a demo from someone elses POV didnt seem useful to prove that he was hacking.

There are many third party programs, however, the only ones that normally work in the larger games such as TF2 and the CS games are homemade/bought (the latter is most likely). You probably wont ever find a program for free that would give you what your looking for and is probably a virus.

I am sorry that I did not make it clear, after reading my OP I would agree its not as clear as it should be. I believe that the accused used a third party program to enhance his performance in game. I am also not saying that he is hacking, I am however, accusing him of such. I am going to have the STV up later today for those who wish to see it.

I feel like this isn't actually showing what plat soldiers are capable of, maybe this guy had an off day or some shit but a lot of soldiers that are in plat are usually in the higher levels of ESEA, a few Invite, maybe some Main and the rest like IM.

I would try deleting your cfgs and then restoring them through steam. Thats what worked for me anyways :/
