My computer is dying and I am getting bluescreens almost daily, often multiple times daily. I can totally deal with this as it isn't really interrupting anything, I was just wondering if now was a good time to upgrade or if I should wait (though I would like to build it before July 29th as I want to take advantage of the free upgrade to Windows 10)

I'd need to know your budget but no, I don't see a reason to upgrade now or at all for that matter. Your GPU is good enough to get 60 fps in Overwatch on low settings and for TF2 it doesn't matter.
The only thing you could upgrade is your CPU, but that would mean a new mobo and RAM too so it'd be quite expensive and new CPUs relevant for you are only getting released later this year (which is when you might want to upgrade).

Neither of those are likely to be the cause of bluescreens. 90% of the time it's Windows and you can just fix or reinstall that without buying new hardware.

and should i wait until after summer when all the new processors and stuff come out so the older stuff is cheaper?

For around 1000USD you can definitely put yourself together a decent little rig. Newer CPUs being released soon are actually the extreme version of Broadwell chips for Intel.

Best bet would to stick with a 6700k i7 and a z170 motherboard for a decent price then. GPUs are coming out around the end of the month, beginning of next so its your call if you can wait till then for them to be released.

For TF2 and OW I don't think going above an i3 would do anything. That means I know it won't do anything for TF2 and I'm pretty sure OW is gpu bound, although I haven't tested it or seen any tests specifically testing that.

I don't really like mITX since those cases tend to be fairly cramped (this with more cables since your PSU is non-modular) so if you don't really need it (you had a full ATX tower before) I would stick to mATX. You're also really limited in terms of slots. Upgrade RAM? Both slots already full, need to replace your RAM and buy new one instead of just adding two more sticks. Want a soundcard? Not happening.
You're also cutting corners on the SSD.

What's your budget? Assuming 400$ I'd do something like this or even just keep the old case:

It might be worth waiting until August if you're not in a hurry, because by then we should know what will be released when. PSU is AX750 (I've had this for a few years now it has been going strong :D)

Going to be somewhat overkill for p much any game but I'm okay with that. Would be nice if it could stream with little issues, too, or I can just use my old pc for a streaming PC if needed.

I bought a cheap windows pc off craigslist so I could upgrade it with parts I already owned and run the esea malware but didn't realize the PCIx slots were low-profile on the box I bought. I only own one low-profile card and it's old and pretty bad, a BFG Tech GeForce 9400 GT BFGE941024GTE 1GB DDR2. I assumed any kind of discrete card was better than the 2gb integrated gfx but this one might be old enough that it's worse than using the onboard stuff.

Can anyone recommend me a 2013-era low-profile gfx card that I can find on eBay or craigslist? I was gonna grab any cheap-looking ivy bridge-compatible low-profile card but I realize I might actually get a decent recommendation by asking here. I don't play many games besides TF2 so I don't need a gtx 1070 or anything.

There is no such thing as "ivy-bridge-compatible". It's got a PCIe slot? Any PCIe GPU will work (and you won't find anything but PCIe GPUs these days).

Ok I did some research on Lightboost and Gsync/Freesync. I definitely want those, I was thinking either the Benq or Asus 144hz monitor for that?
Also I'm more open to overclocking as long as its not complicated.
I'll probably be buying mid-June just to wait and see the new GPUs, and by minimum for TF2 I meant "What's the minimum I would need to play TF2" but nevermind that since I'd rather save and run more gfx intensive games

To be honest I have no idea about CPU scaling in CS:GO at the moment.
For TF2 an i3 with integrated graphics would be enough.
Just to be safe in the CPU department I picked an i5.
Same for the GPU, you might need it depending on the settings in CS:GO, so better safe than sorry.

Ok, there's a number of reasons.
It's literally an overclocked FX-8350 which means:
1. Power consumption is insane.
2. It's a 4 years old CPU. You wouldn't buy an i7-3770K nowadays, would you? (Hint: they aren't even sold anymore)
3. The architecture doesn't really use cores, instead it uses modules which can run 2 threads. Similar to how each core on an i7 (or i3) can run to threads, but not quite the same.
4. The architecture got a lot of problems. None of them are crippling on their own, but combined the whole thing is just a giant trainwreck.
Most importantly single threaded performance on these AMD CPUs is pretty bad. Games (especially TF2) pretty much only care about single threaded performance. Sure you get some benefit from adding more cores (up until 3 for TF2, 95% of all games top out at less than 4 cores), but beyond 4 there's nothing left to gain. So what you'd get for 200$ is 8 "cores" (see 3.) which are annoyingly slow and 4 of which won't do anything. You can see why an i5 with just 4 cores that will all be used and are significantly faster is a better deal at 200$.

Intel sells 6-core CPUs for 400$ (logical step up from the 4 core i7s at ~300$), the 8-cores being 1000$ is just the usual "it's the fastest so we're letting you pay through your nose". See nVidia's Titans.

Not sure why you mentioned GPUs. Neither the 5960X nor the 9590 possess an iGPU. In general Intel's iGPUs are ok, since they are essentially free, but won't hold a candle to a decent dedicated GPU (decent starts somewhere between 50 and 100$) (both AMD and nVidia).

So yes, the Intel CPUs right now are simply better and those 200$ "8-cores" (which aren't real 8-cores) actually compete with Intel's i5 4-cores that are similarly priced. AMD Zen might change that, but we won't see those CPUs until later this year.

Like I said, forget about the AMD one. You don't need an i7 either for games. Nor do you need a -K version if you're not going to overclock.

You'll still have to decide on the matter of FreeSync and Lightboost.
