You're effectively claiming it makes sense to use global data to determine downtime windows for just the US (European servers have been up this whole time according to steamstat). I'm not seeing any charts that differentiate by location.

and just navigate the market, watch the right go fuckin crazy
That's why maintenance is needed because sometimes that shit on the right pings red as fuck as usually nobody knows why until they turn it off and do a little testing on it to fix it and see if they can deliver a client update to fix it; or a server update to fix it. And if there's a server update required, they don't need to haphazardly bother the whole world by randomly shutting down. So, it's a protocol to see if anything major is happening and they can analyze and patch what's wrong.
There's multiple layers of separation of concerns; EVE is just a database contained within one portal that allows input. Steam database and the way data is stored with Steam, is 50x bigger and more sensitive than a video game. There's way less to a video game to have to store or to have figure out what's going wrong versus a live market and social media platform.
Source: I maintained API tools for an IoT department in a fortune 500 company. Most minor things can be hotfixed without taking anything down, but logic is usually so tight that the server code needs to be adjusted and reinjected for anything above having to change the accuracy of some words.
