Oh I'm so sorry for calling you out on being a pointless jackass

Durr, you are insulting me worse than I insulted him right now, this is the internet and none of all of us posting here actually care. Let's all go and have a nice one.
michael marcin from team loaded did this in 2009, the thread was on gotfrag i believe.

wareya- I can't play games with a real horizontal FoV below 90 degrees. I feel claustrophobic and start to panic. It's clinical.
Please play Metro 2033, fov 45 will be more frightening for you than anything else.
wareya- The higher your real FoV is for any one aspect ratio, the more view you have in all directions than otherwise for the same aspect ratio. Period.
This and the vertical fov stays the same for any aspect ratio with the same fov_desired (only horizontal fov is adjusted for wider aspect ratios). Period.
These two sentences are enough to explain the fov calculations.

It definitely was on gotfrag, i remember that he made a mistake on his first try, i believe he used atan instead of tan or something like that.

Can any of you boys out there with ultrawide displays post a screenshot of what the game looks like in such a kooky aspect ratio?
I might be getting one and I'm curious to know

Here's TF2 across 3 displays

5:4 effectively <90 FOV (smallest standard aspect ratio) :

16:9 effectively 105 FOV :

1.85:1 effectively 110 FOV(largest aspect ratio with sv_restrict_aspect_ratio_fov 1) :
http://i.imgur.com/2Lju00P.jpg
Seeing as sv_restrict_aspect_ratio_fov 1 is used in competitive there is no need to worry about any wider FOVs as 1.85:1 is the cap unless you use outside programs and I believe that is considered illegal.
I was able to use all of these on my little crappy 1152:864 75hz monitor.
add me if you want me to set it up for you

the only thread i could find about this was p old. any way to add black bars to my game? it looks like this now:

If you play on a CRT, there's no difficulty in playing with odd FOVs, here's a 5:1 aspect ratio. Also, I'm fairly certain that sv_restrict_aspect_ratio_fov is set to 1 in standard ESEA configs, which means that you can still get whatever resolution you want, provided that you play in fullscreen.

don't play in windowed mode
OR
open a picture of a large black screen in your browser and fullscreen it with f11, set your taskbar to auto-hide, and then tab into tf2
looks like this when i did that

I was digging through some old files and found the original PDF that was posted in the OP. If anyone is interested: https://i.imgur.com/MYccbrj.png
Also a lot of people don't seem to know about this but you can still set your game height with the -h launch option to any value as long it is a multiple of 9 or 10 to and you are in windowed mode to achieve FoV greater than 106.3.

hooli ... as long it is a multiple of 9 or 10 and you are not in windowed mode to achieve FoV greater than 106.3.

doesn't work with sv_restrict_aspect_ratio_fov 2. however, none of the servers i've just tried (skial, tf.tv dm, cephalo pugs, black swan's server, and official valve server) use that setting. etf2l config apparently uses sv_restrict_aspect_ratio_fov 0 (??), not sure about esea.
