They're above the invisible wall that keeps them from having to clip the tops of the buildings, there must be a hole in it somewhere, look around the edges of last ceiling.

I think it has something to do with this ledge that you can somewhat stand on. I was using it to jump higher and try and get my teleport on the building above where you put your dispenser since it is closer (I think) and can have buildings on it. Couldn't get either, though.
