How would an admin approval system work any differently than IP bans? As far as I know, that's really the only way to check for alts, unless someone is stupid and uses an obvious account name/steam name/only friend is the person.

It used to be check if someone played 25 or 40 hours of TF2, and you had to make your profile public for that duration. Steam hides account creation date and all that other stuff so stopping alts takes some extra work. Though I'd never want a manual queue.

Wouldn't that new steam game sharing thing allow alts to own a non-free game? Unless that gets taken out, then it might be a problem unless an admin is allowing people in by hand.
