I have a dual core, 4 thread cpu (intel i5 3210m) and intel hd graphics 4000, and can keep 121 pretty steadily, but I just get the occasional hang.
Is it a result of the config or could something else be at fault?
You having a mobility CPU would lead me to believe that you may be overheating, and mobility cpus underclock themselves to prevent them from reaching dangerous temperatures and it creates a visible "hang" ingame. Though if cl_ejectbrass worked for you that's great to know, I might turn that back on. (just fyi cl_ejectbrass has been off in my cfg for over a year now never had an issue I couldn't resolve)

Either you're having a temperature problem or you can try brimstones fix and see if that helps.

For now, I'm going to try turning cl_ejectbrass back on and see how things go.
Edit: Seems to be more stable, I'll keep playing and see if it's true over the next few days.

Big thanks to Comanglia. This dude helped me for 45 minutes to get an extra 20-30 fps out of my 1.7ghz/integrated gfx laptop.
What I have thus far:
-Cowmanglia CFG
-No hats/effects mod
-640x480
-preload with filterlightmaps script/mat_showlowresimage 1
-mat_viewportscale 1, mat_viewportupscale 0.5

When i re open the game after a alt-tab everything lags and sometimes i get crashes aswell. I never had a cfg for more fps and never had this problem. It started happening yesterday after i installed this cfg. Any solution?

EDIT: I fixed my TF2. Here's what I did:
Deleted HUD and FPS configs
Added -autoconfig to launch options
Launched TF2 and played around in an offline server safely
Quit TF2 and added the FPS config back in
Launched TF2 and played around in an offline server, again safely
Added my HUD back in
Launched TF2 (crashed again on the offline server)
Removed surfaceproperties.txt from the scripts folder
Surfaceproperties.txt seemed to be the issue. I hope this helps.

I discovered something that might be interesting. If i use dxlevel 90 both of the issues are gone in fact i can play normally in singleplayer and alt tabbing out and back in is smooth but the thing is i want to keep my dxlevel to 81 :C any ideas?

It's the most noticeable on hitsounds (I use default) in that it's very...how do I put this...metallic/crisp/"clangy." I've added // to all the sound changes in the autoexec so they're comments, but the sound still has that issue, meaning it isn't any of those. Any ideas what it may be?

the host_thread_mode 0 command fixed the "not moving" problem. Now i still have the alt tab lag to fix, remember that with dxlevel 90 i dont have that problem.

Dude, just change m_rawinput from a 0 to a 1 in your config. If you're too lazy to find it, just add m_rawinput 1 at the end to overwrite it.

m_rawinput 1 has compatibility issues with some chat programs (xfire), some mice, and a few other raw input programs, etc.
I recommend it on for most people but I can't just have it set to 1
