IM teams have to play their first 4 matches with atleast 2 members from the previous roster (from the season before) to retain the roster, its always been like that.

Ictus was the only member on Salty Spitoon that played on the roster the season before

I can't remember the last time an IM team failed the hijack rules, but I don't recall a roster ever being marked immediately dead after not satisfying hijack rules. The rules say "the team will be removed from the league and any matches played after the 4 match probation period will be overturned." So both the icTus and cynex rosters aren't "dead," but they can't officially play more matches I guess.

The fact that tri is on the icTus team though is hilarious.
