Lately my play has been feeling completely off. Other players on the screen seem to be moving faster than normal, and I can't seem to track anything. My rockets fire into walls and I keep getting stuck on map geometry. I'm assuming others have experienced this. What do you do to deal with a general sense of being bad?
Take a break. Play some Overwatch to boost your confidence and then get back on dat DM grind
i always feel bad (probably because i am) but i just tell myself everyone else is worse than me (they arent) and i start fragging a little better

sounds like you're having issues focusing on the game, find out why you're having issues focusing (grinding is probably not a great idea)
I take a 3-4 day break from anything competitive (lobbies, PUGs, DM, MGE, you name it), and focus on something else, whether it's Overwatch, watching streams, not sitting around and being worthless, or even life. After that period, I come back, work my way back up by crushing bots before facing other humans.
However, there are times where I want a break, but not stop playing TF2. In that case, I just hop in a Matchmaking game (casual or comp), or just go to a pub, and I work on some class I don't main and just play for fun while unconsciously improving on that less used class.

Whenever this happens to me, I try to just power through it, though I can't say it's the healthiest thing to do. It might be in your best interest to do what others suggest and take a break for a day or two, then get back to things.
boost your gamer ego by playing ez games like dirty bomb some shitty f2p fps and having a remotely similar sensitivity. Crush everyone in the game then come back refreshed and excited to actually having movement rather than quake levels of fuck all air movement.

Often if I've been playing a lot and I take like a week's break from fps games in general I find I come back pretty refreshed.
Alternatively if you have a team etc to commit to, try playing and just concentrating on gamesense, watching demos and stvs etc the entire week and don't stress if you miss shots, you'll probably find that your muscle memory comes back and most of the issue was in your head and you'll probably improve your play a lot in general as well.

for me personally if i try continue like that where im missing people standing still i just get frustrated so idk do dumb shit like play huntsman sniper on casual or something
if its an actual match though just focus and ignore if you miss easy shots just focus on the match
