Why hasn't the "no players under X level" thing been implemented in all the servers if it's a well known fact that there's a sad little fuck who keeps making alts and hacking with them in every tftv DM server? Not trying to sound entitled over a free service, it just doesn't make sense

Had the pleasure of playing with timbeen today;
all he does is get the domination markers and sit in spawn and spam chat

since there's really no real way to get rid of the guy permanently, here's an easy solution:
hud_saytext_time 0

or if you feel the need to check the chat thing all the time:
bind "whatever key" "incrementvar hud_saytext_time 0 12 12"

just ignore the guy and let him sit on last point 95% of the time, and the DM server will run normally
and for the other 5%, all he does is peek out of a window and spam a couple of rockets/shotguns then hide again

I don't understand why anyone would want to waste time to respond to him or why anyone would grab a buddy to chase him down on last point. Just let him have whatever he wants from his cheats so he can run off to spam chat faster.
