Firedx8 gives a clearer view in shadowy regions and for far away targets, dx9 gives you the advantage of seeing uber fades.
if you can run both, these are the 2 only poitns i see useful for a decision.
dx9 also allows u to see cart outline at all times which can be really important.

the only downside of that option is that also forces you to see the glow effect around all dropped weapons that you can pickup afaik

I switched from dx8 to dx9 and upped the model/texture detail in my game and my FPS went up. I think that if you have newer hardware dx8 can be hit or miss.
with dx-8 you cant play mm, and we all know how big of a deal that is atm
Dx8 cause I think it looks better and I'm more used to it
i used dx8 forever then tried dx9 and got better fps so i stuck wit dat

this and afaik, dx9 allows you to see uber flickering on and off at the very end which can be helpful sometimes

is there anyway to have non-shiny ubers (like dx8) in dx9?
I get higher fps on DX8 but it fluctuates more. DX9 feels smoother. So I use DX9.

dx9. it is the most efficient/mature source renderer.
dx8 sometimes gets more frames because it simply renders less, but most effects supported/enabled from dx9 can be disabled with cvars.
