Removing Title II means there's damn near no consumer protections or how businesses interact.
Let's take a current Example that's true for a shit ton of Americans.
John Doe pays for upto™ 50Mb x 5Mb from ShittyISP but only ever gets 40 x 4 at any point during the day or night and during peak hours gets 10Mb x 2Mb. Even when plugging directly into ShittyISPs modem and closing all back ground programs this still occurs. John calls ShittyISPs helpdesk and is told "It's your router" or "It says upto™ and you're getting fairly close most of the time" and it deadends there. John can't switch ISPs cause either A there is not other ISP or B the other ISP is via Satellite and causes excessive latency and packetloss. [1] ShittyISP has no reason to improve their service cause no one can force them too and they're making plenty of money as it is. At this point John's only hope for improved service is either A. Government Regulation and forcing ShittyISP to provide better service or B. Hope that MediocreISP comes to town despite there being no money in doing so.
Now ShittyISP currently can also institute Data Caps to help mitigate the issue without actually improving the service, and they'll tell you "Don't worry less than 1% of our users actually reach that" or "99% of users don't reach that" [2] Which basically means that this isn't the actual source of the issue, and they just want more money. Now with the removal of Title II ShittyISP can start charging more for access to particular websites/services either to the Consumer or Business without actually improving the service and making more money which is a win win for them but a super shit deal for everyone else including businesses and the overall market in general. [3] [4] .
Also the absolute worst thing about the Data Caps is they don't actually have to be updated on a regular basis cause even though only 1% or less users reach that now as more content becomes available and the advent of IoT and 4K high framerate video that means in as little as a few years that a much larger number of users will be hitting that Data Cap. And I'm going to reiterate there is nearly 0 reason for an ISP to actually want to improve the service if they don't absolutely have to.
