depends on the girl, how long you've been dating, how serious you are, etc.

be careful bro, I agree with the restaurant idea but the flowers/teddy are very subjective. For my girls birthday I got told by some mutual friends to go for the cheesy/romantic teddy idea, but I didn't think that was what she'd want. I ended up going for some decent novels (lolita and the man in the high castle) which was kinda risky but appropriate since she's smart and a history student. I joked later on about the teddy thing and she said she wouldn't have really liked it. Yeah sure there are a bunch of generic, "girly" gifts but you kinda risk that seeming patronising if shes not really that kinda girl. I'd say think a lot about her interests and get her a small gift related to that and them some nice chocolates.
