I've been up and down about mumble. There are lots of mumbles and people are kinda stuck in their ways about it. I have to visit like 3-4 different mumbles inside this community alone to join people for various things.

I'm not sure about the Arizona DC, i had a server in Michigan a long time ago and i ended up moving away from it. I can't remember why though. They have most likely gotten much better since then and Level 3 is a good backbone.
Heck looking at that price, you could honestly get a dedi with windows server or something within that range and possibly better specs.
I previously had a server that was a AMD Phenom II x4 840 i think it was quad core that would get dominated at around 18 slots. How many slots are you looking at? For the processor TF2 will most likely eat it alive if you are looking for host above 12 slots. The nvidia card would only be fore remote usage as servers only really look at 3 things cpu, memory, and net speed(specificly) upload. For mumble you would have 0 issues. For actual servers, may be a bit of a struggle.
This is just a benchmark and shows how unoptimized tf2 can be. The current TF.tv pub is on a i7 3770, 16 gigs ram@1333, and z68 mobo with latest firmware. While total system usage on a full server is 5% for a single thread that is up to 30%. TF2 servers are also single threaded and don't do the multi threading that well. So it will pretty much beast one core.
The servers FASTDL will be down for a short while. I will be doing system hardening as the server was sending out 800 megabits of data ( 90+ megabytes per second ) for some odd reason. The server is back up and good to go.
Network issues. Need a stress test on the server tonight. Determining a network spiking issue.

How about this, since it kinda needs to be done anyways. I'm going to add some of the streamers+ a level in sourcemod to choose maps, do votes, and extraneous stuff. This will also enable the sourcemod voting system which can potentially kick / ban a hacker as well if they see it on.
I will add any and all custom maps requested. The same old rotation does get old and there needs to be some freshness with the environment. Everything will be fast D/L of course.
I'm also up for a new map or custom rotation each month as well but a vote may work better so if the server does get caught on that deadzone map and people are trying to seed, it won't be fruitless.

Yea, it's common that the rcon map will crash the server. If you think it is a client issue try using an external program like hlsw. In most cases though it is a bad command that will cause the server to quit/restart.
Some of the sandy bridge components outweigh the new ivy bridge in temperature and other measures especially in the overclock field. I know i am a broken record but i would also use http://pcpartpicker.com for your build. You can get a good calculation of pricing as well.

Varies per computer. If you use net_graph and you see lerp in orange or yellow meaning loss it is probly too low. This depends on your cl_updaterate which can dramatically either A. keep you at the most minimal .02 / .015 or B. show you the server just won't have it in which you go to a higher value. The ratio if i remember right is cl_interp, cl_interp_ratio / updaterate.
I'm sure you all know this already but if your lerp is orange or yellow you might consider upping it or changing cmd/update to a higher rate or upping the value for cl_interp.
Allow votes has also been enabled. kick, restart, changelevel, scramble ect....
Also plugin questions. Should RTD and other "fun" plugins be around?
Update graphics drivers or if you have ATI use driver sweeper clean all that old crap out, then install new drivers.
Yesterday the servers network was under a network attack. After everything was sorted out, everything should be back to normal. I would advise highly to up your rates in the server. I use 100k, the choke ect... has been sorted out as well.
