So ultimately here is what was done.
A. The card is equipped with a gigabyte heatsink called "windtunnel" the fans adjoined to this windtunnel device are utter shit - they have no way of getting into them save breaking into the fan, because the fan blades are snapped onto the assembly (the spinny bit) which encases the whole set up - so you can literally see the plug talked about in #2's link, but have a plastic covering that I would have had to break through (probably breaking the fan blades) to get to the bearing.
Replacement fans are 12$... They're from 2010.
Rather than spend 20$ on fans here is what I did.
Step 1, with small hand drill, open a tiny hole on the face of the fan, careful to remove plastic shavings with moist finger
Step 2, use a stiff sewing needle to push the rubber cap to the side so as to access the bearing.
Step 3, insert 1 drop of gun oil, spin for 5 minutes, if spinning doesn't get better add more gun oil (because the hole isn't that big, and the plug barely forced open most of the oil spills out onto the top of the fan and does not go into the bearing).
Step 4, rinse repeat until fan spins properly and quietly.
Step 5, use some tape I had laying around (scotch packing tape), to cover the hole after removing the needle, then replace gigabyte logo sticker over top of tape.
Step 6, hope to god that gun oil doesn't spray out everywhere and ruin my shit.
I may just end up using Russian army surplus gun oil lol. Surely that'd get the job done lol.
Honestly, I think it has something to do with our format.
Whereas in other e-sports, you're a player on a team locked into a contract, who then plays in various events, they aren't something that stringently resembles a "season" and if they do generally the roster carries several different players who show up from time to time.
In TF2, Winning teams are given like 2-3 weeks to build rosters, and after 4-5 weeks you start cutting off the limbs that didn't grow properly, it's just the way things have to be done, because you never know if somebody is going to work out for your team until you play for a few weeks together, and if it's bad, you cut them, or they depart because they don't like the situation or you do the worst possible thing, and just tough it out because you want to be a nice person, and you all develop terrible habits and bad feelings towards the person(s) that are suspected of dragging you down.
hmm after pulling off the sticker, there's no well for oil, but I see the ball bearings lol. Looks like I'm going to have to disassemble the card and use a spray on the under side of the fans or something creative.
Anybody have any experience in doing this? My graphics card has 2 fans and they're both spinning a little sluggishly and making a bit more noise than I'd care - I imagine I need to clean them up a bit and prolly give them a bit of oil - I imagine wd40 isn't the proper course.

Basically people are just pissed off about a range of issues - no different from any other place right now. Sad that De Silva's successor can't keep a lid on this sort of thing - of course some protestors had scaled several government buildings so I can imagine things did get wacky.
As a person who has been gassed on more than one occasion (thanks Baltimore, and several idiots in NYC) it's pretty shit especially when legitimate protestors get the hammer brought down on them because of a few misguided idiots, provocateurs, and drunk people who feel the need to instigate confrontations lol. I can't get any other info than that because the translators haven't turned anything into English from the groups that seem to be organizing or at least taking credit for mobilizing the wider protests.
Basically, it seems that bus fares were to go up, people got upset since this is essentially a reduction in wages (since apparently ~40% of urban folks rely on public transport), then police reaction has also created a really tense situation since they've apparently gone a little overboard with repression. Apparently the youth are also upset that they have few employment options, and also apparently another issue is that the football stadiums in the area, in the lead up to the world cup, have become too expensive for some fans to be able to see games.
There also seems to be growing dissatisfaction with the ruling party - which calls itself the Workers' Party, and tends to lean pretty hard to the left - but which has recently done a lot of pro-business stuff - so the bus fares were just another thing that doesn't make sense within that context, since in general, something like a "workers party" shouldn't really be interested in making tons of money for big business.
The easiest way to counter the tag bomb is to place a scout between tagg and your medic, and not to lose vision of him. Sometimes it'll still work, but putting a flak cannon in the way is your best option.
It depends on the kind of mic you're using right now - you could try and find something to slide over the mic boom if you're using a headset that'll dampen the noise. But in general, it's just something that we have to live with lol.

I personally don't use one because valve's autoheal is fine by me unless you like to stick close to walls around corners and have more than one person to heal on the other side of said corner or are in a situation where jumping over hit boxes will get you killed lol (but I imagine that's a game engine thing lol).
