Chromebook or iPad are your best bets (with the former being cheaper). Both are bulletproof (in terms of malware), easy to use, and won't require ongoing technical support.
LangeTo echo #3's points about game maker, Hotline Miami, LUFTRAUSERS, and Nuclear Throne are all Game Maker games. It is very possible to make something fantastic with it.
(NB: Hotline Miami was eventually ported to Sony's Phyre Engine by a third party contractor, but it was originally game maker. The game maker version is still available alongside the Phyre version, and you get both when you download it on Steam.)
The original Spelunky was a GameMaker game as well.
Probably not a monitor problem. It's either an issue with your graphics drivers or video codec.
Talk louder and put that sucker right next to your face. The Zalman is an omnidirectional mic so it picks up a ton of noise if you boost the amplification. Barring that, get a better mic.
What about actually having to aim airblast rather than having its collision box be a force field around the player?

Oh this reminds me: I have a version of TF2 from around 2007 or 2008 that I used as a reference to make menus based on the classic textual main menu theme. I don't know if anybody would be interested in a copy of the game that old though.

Look into bluegrass, which was the predecessor to modern country. Bill Monroe and Earl Scruggs are the OGs of the Bluegrass genre.

Other than lag, one possibility is if the client is running at a higher framerate than the server's tick rate, then the user's input could happen between ticks and the server would need to "catch up". This concept was discussed in the previous thread regarding framerate caps higher than your monitor's refresh rate. However, I don't know if what I described is possible because I'm not well versed on source engine netcode.

I have large spindly fingers and the MX518 is perfect for my hand shape. I would imagine other mice that share the same family resemblance (like the G400s) would be a good choice.
