At the moment this is like top notch conspiracy theorycrafting. We haven't seen a booties demoman dominate a game, never mind the top end of the scene. One could argue that we've seen demos in NA be more effective running them in Season 20 than we would have otherwise, but at no point did I watch a game with a demoman running the booties and think "god that guy is destroying!" or even having too large an impact. It has never struck me that this weapon would require a rebalance from watching every game since they have been buffed in July.
The way the NA community approaches demoman unlocks makes me think you have a grievance against the class, or want to pigeon-hole the role as a specific thing with no flexibility. Unlocks like the booties or loose cannon allow the class to be played in a different way, but in a way that other classes can exploit once they realise it.
For booties I can see no evidence for your claims that they are vastly overpowered and worthy of a ban, and I can't see how your theorycrafting is grounded in reality. There's been an NA and EU season, two LANs and 6 months since the most recent update to the weapon. I can count on one hand the amount of times I've seen booties have an impact in a top level game.
Perhaps nobody has realised how powerful they are yet, and we're about to see a shift in the meta and demoman become a truly powerhouse class again. Should the instant solution be to ban the weapon or adapt the playstyle? I would argue that in this case we should definitely let the weapon stay in, let its proponents utilise it and demonstrate how OP it is, and see how teams react. There's nothing objectively worse about having a more tanky demoman without its primary weapon, it doesn't have a detrimental effect beyond being a class to respect when taking fights.

It's not OP, I agree. But it adds nothing and is a terrible concept. There is no situational downside to the weapon, and it never benefits the game positively. It's not a huge play to hit a pomson, it's just random spam.
No, that's also missing the point. If HL is in the game as an official game-mode then the weapons should be balanced for that too. The more game-modes they officially support, the harder it gets to balance.
No, we don't want these weapons to be balanced for 6s, highlander and pubs. If there's only 6s in the game officially and pubs, then they should only need to be balanced for 6s. Pubs don't require balance, as evidenced by the past 5 years of TF2.
That's completely illogical to say that they "have to find a compromise where the weapons work in everything". Promod is a very bad idea as well.
Whether or not it's the correct time for engi is not relevant. We're only talking about situations where engi is being run - defending last vs an uber.
At a top level, engineer should never be going down with his sentry and using shotgun is just a last-ditch effort if you're the only one alive and they're about to cap.
In Highlander engineer is enforced all the time, so of course pomson isn't going to be used. They want something much more versatile that can do damage. Engineer in 6s is only used on last points, where you know an uber is gonna come in, and you're defending vs it. The argument that it "isn't as effective in HL" is completely not understanding the issue.
