Youtube stops buffering when i pasue the video

They've been doing this for a few months now, maybe it's been made worse recently. A friend who has a really awful connection used to open a video then pause and let it all load, but hasn't been able since some time last year.

edit: make sure you have glow_outline_effect_enable 1, and are using DX9 if it isn't working for you. Forgot to make the fixed one check all that automatically sry
