Hey, I'm looking to build a new pc with a budget of anywhere between 1.2 - 1.4k euros. The pc will be used for general gaming and streaming. I would be able to overclock and I want to build this asap, I don't care about waiting for the new cpus.
If possible, I would prefer a smaller case with either a micro atx/mini itx motherboard, whichever one you deem to be more suitable.

If you are willing to go used and do some tweaking you can get close to RTX 2070 performance out of a Vega 56 @ $200 if you want to save some money.

The fans and CPU cooler are personal preference. You can get away without them but i highly recommend them over stock.

Screwball is very biased and didn't put much effort into this so take his advice with a grain of salt. And yes, I asked him.
He's got that CPU, so you must buy the same one.
He's got that RAM kit, although 16 GB, he just picked the wrong (like I said, not much effort) so you must buy the same one.
He bought a Vega 56 because it's much cheaper at similar performance (not wrong there) so you should too.
His case fans (different case though) broke within a year so you should replace your immediately.
Also he picked the PSU because it's 80+ Gold and fully modular (again not a bad reason), because he assumed it's made by SuperFlower (wrong) and because it's cheap (not true in europe, on sale in the US because it's horribly overpriced at MSRP). 750W is a bit much so you can get something cheaper by looking at the prices you'd actually be paying.
So this is literally what he would buy right now, partially it's even what he did buy.
Pcpartpicker isn't that accurate in Europe so where will you be buying the parts? No use in picking a part for a sale that's only in the US.
What's the goal in terms of performance? Or do you just want to spend 1.2k no matter what for no reason other than doing so?
What's your preference for the storage setup? Capacity, SSD+HDD, one large SSD (expensive and fast or not as fast but more reasonably priced)?

Buy a good mobo and a cheap ryzen from Amazon then return it within the month period to get a Zen 2.

I'm from Northern Ireland, so a UK site would work fine. Good fps as in 90+.

As a note I would prefer Intel over AMD simply because it's what I am used to, if price is the only advantage to switching to AMD, I'd rather stick with Intel.

Are there any specific Intel features that you need so I can pick the right SKU or is it just the "Intel inside"-sticker? Because I can get one of those for you if you need it to feel comfortable.

Depends on how fast you need/want it to be.
Check if your motherboard actually supports NVMe via M.2 and at what speed before you buy an SSD that won't run at full speed.

By September definitely; there's usually a month or so wait for lower end chipsets to release after a new CPU launch. If you get a B550 motherboard (the budget-friendly step below X570), you won't have to worry about BIOS flashing since they'll be designed out of the box to run with Zen 2.

Technically possible, very much not recommended. Your options are Skylake/Kaby Lake with either a trash mobo or an overpriced mediocre mobo that support DDR3. If you can find them that is. We're talking about 2015/16 hardware. If you want a decent mobo you'd have to dig up 2014 and older hardware.
Also the mismatched sticks prevent it from running in dual channel mode, which isn't ideal.
In Witcher 3 a 960 would get around 60 fps on low. Not consant, just average. That means 1% drops to 50 and 0.1% drops to 40, but that's just how it is. That's a game from 2015 so I think it's safe to say that you're not going to get 60 fps in a game released at least 5 years later.
