Hoping to spend 800€ max. I won't stream with it, i also know nothing about overclocking so probably no.

A rapsberry pi and any 240 Hz monitor should work.
It won't run many games at 240 fps, but it would run 240 Hz.
A build that will run any game at >240 fps on any resolution and settings isn't possible.
So you'll have to be a bit more specific with your minimum requirements, unless the raspberry pi build is good enough.

I7 6700hq+gtx 960m (laptop gamer) gives me an average of 140 fps in a 6s game at 1080p while streaming. Using comangliacoms. Average of 240 fps would be nice. I want the 1080p lcd monitor. And I would like everything to be new, but gpu prices are up so I might go used for that if it isn’t too bad
Ok then you'd need ~4.5 GHz (or higher) Skylake assuming the 6700HQ was running at base clock and not throttling. Sustained turbo seems unlikely.

This is probably a dumb question, and I couldn't find any definitive answers online, but does thermal compound go bad or have an expiration date? I have a tube of arctic silver 5 that's still like 3/4 full cuz I only ever used it on two CPU installs, but it's probably a good 4-6 years old; do you think it'd work the same, or are there any agents inside of it that go bad over time?

My workplace is closing down so I've been able to nab some decent IT components we could have sold. Mainly 2 x 250gb 850 EVOs and a non-k i7 6700 (the motherboard that went with this was a manufacturing specialist POS)
My current set up is a i5 3570k @4.5, GTX 1080, with a 250gb 840 evo. Also running a WD dual drive (120gb sdd and 1tb hdd in one 2.5" chassis), then a older 1tb mechanical used as a yearly backup.
Should I replaced my mobo and RAM to utilise the non-overclockable i7? Was thinking I could sysprep my current image and stay on W7 with skylake. Or should I sell and keep that money aside for Zen2/ice/tiger lake?

Or 8350K on Z170 for the lulz. It's the same die as the 7700K, just needs a BIOS "fix".
If you get an actual M.2 NVMe SSD and not just an M.2 SATA SSD then that would probably faster but also more expensive.

what i mostly meant by that is upgrading to a 8600k in the future without worrying about the mobo, although if i ever upgrade to a new cpu it's prob gonna be to whatever gen is after ice lake and its very likely im gonna need a new mobo either way so it doesnt matter

i realized i could buy a non-k 8700 within my budget, although i'm guessing cuz the max turbo frequency is 4.6 (which is prob what i was gonna look to OC to in both the 8600k or the 8350k if i bought those instead), i think i might need to buy a cooler in the future, i could also just ditch the ssd and buy a cooler off that but still.
besides that 8700 build, the only other builds i have in mind are just 8600k and the 8350k, also the 8400 build i posted last time
i'll prob upgrade my gpu to a 1050ti with the 8350k, or a 1060 3gb with the 8400 build, but you said you GPUs dont make that much of a difference in tf2 so

No. If anything the game will run better without the hyper threading. Not sure if TF2 will but CSGO does run better without it. It's pretty marginal though.

You could probably hit 5 ghz with that cooler if your chip is any good. 4.8 would be a pretty mild/safe OC though. I can run my 8600k at 4.8 ghz with 1.28 volts which is well within that cooler's capabilities. The H7 is one of the best budget coolers you can buy.
