I thought the penalty was for leaving the track and gaining an advantage, which is confusing as I thought that's why he was giving the place back. In the end he got the penalty and gave the place back.

So Verstappen still has the upper hand for the title, because the tiebreaker is races won; he can decide to do a Senna if it comes down to it.

he did drive off after the contact when he tried the first time, and then it was a few laps before the fia gave the penalty. he then gave the place back just after he was given the penalty but you cant really retract it at that point. his team said over radio that he didnt need to give it back after the penalty

Why do race director give message to car in front to let the car behind go by first? If the race director had said to mercedes first "We will tell Max to give the space back" and then tell redbull "Tell Max to give Lewis the space back" there would be no chaos like what happened. The only reasons for not doing this is it might make the gap between the cars a bit bigger than if they are telling the leaders first. They should have safety and clearity prioritized over someone having to slow down for a bit longer to give back a place.
