EU scene in general is dead, this kinda happens when theres lack of lans. I look at NA with envy
eu players can't agree on 1 site. when u made rahmixes, u also had i think tf2pickup and every mix discord under the sun fighting for supreme first place of eu gaming.

Most people add up from watching a popular player's stream while added. Something like forcing 1 player or admin to stream would help the pugs get going. No one wants to be that guy at 6/12 to add.
You need a first come first serve system if you want pugs to be alive. The HL pugs have been way more alive despite requiring more players to start and having a smaller playerbase because of this system. You add up you are guaranteed to play and you even get to choose which class you play, you just need a 6s equivalent of this system and it will be alive. But the D2+ players will be forced to play with newer players so it probably won't happen.
The pick system definitely disincentivizes people from adding. Not just the noobies but also higher level players might have to wait 30min for a pug that they dont get picked in. In the past we had pickup2 for prem/div1 players and an open system on tf2pickup.net that would start as soon as 12 players added. We could have both of those on tf2.online, if copper would want to make that happen.
Imho though when you take current size of our scene into consideration, it would probably make the most sense to just turn tf2.online into an open system and prem players can have their own discords for higher level games.

You have to be in circlejerk in order to be picked on tf2online, you can just see the same players over and over being picked.

Queued for a couple hours (intervals of 10-15mins into not getting picked) on tf2.online with no games played, into then subbing for a med who left through a dm on steam. Sat in a mumble for 20 minutes listening to a d1 player berate some poor russian (or something similar) player with a not great level of english about not talking in a game that ended 3-5. the other 3 of us exchanging awkward chuckles and the bare minimum in terms of calls. Great experience!
who knew having 15 different pick up sites, 19 million pug discords which die out in a few weeks to a couple months, to the whole "if you know someone" thing, and overall circlejerks would cause this.

You can have a pretty happy medium for an open system by just using Elo to pick a set of 12 players from those added which prioritizes higher average Elo and lower Elo standard deviation. You probably want a separate medic queue along with this so that people in that queue are automatically picked. Then once you have 12 players you can do what you want- have a captain system or make it work like mixchamp used to where you create two teams with roughly equivalent Elo.
I wrote something quick in python in about 15 mins that does this: When there were 14 players queued and 10 needed to be picked with a reasonable Elo spread (e.g. if there were 2 meds added) it would pick the high Elo players ~80% of the time and the worse players ~30% of the time. Nobody has awful chances - but it'll usually generate a better pug than a random set of 12.

If there's one player who's way better than everyone else in the draft (e.g. they missed an A pug), a system like this can make them less likely to play so don't get a player who missed an A pug dominating a B pug. This is tunable of course, you could make high skill pugs more important than balanced ones if you wanted to. This example shows that with 12 players picked from 16 added (no medic queue).

Its funny that a lot of the pugging sites end up being platforms for top div players to play, when they are the group most able to reliably put together in-houses. Then on the flip side newer or lower division players, who are far less connected with one another, are the ones who rely on in-houses to even play a balanced and fun match.
As a washed middie who would like to still play comp TF2, but unable to commit to a season, my options for dropping into a match of comp TF2 right now are minimal - even nonexistent. Its just TF2Center at this point and the quality of those matches are through the floor and are only slightly better than Valve Comp. This is not a new problem as this kind of thread is almost an annual tradition at this point; every attempt at trying to fix it either ends up being yet another in-house, dies immediately like FACEIT, or just becomes PugChamp with a new lick of paint.
The solution is not another in-house or PugChamp, but a genuine matchmaking site for people of average skill to drop in and play. Given the track record over the years of attempts at this, I don't hold much faith. Always happy to be proven wrong, though.
