Soma is pretty good if you want an atmospheric horror kind of game.
if you have a ps3 get the silent hill hd collection, I've only played sh2 but I imagine the rest are good too
Outlast, SOMA, Dead Space - three best horror games I've played that I can remember.
Amnesia: The Dark Descent
Deadspace 1
Alien Isolation
System Shock 2
Silent Hill (any)
Outlast
Layers Of Fear
ImScared
Penumbra

anything past that for the most part is just a generic action-game, I tried playing RE4 and it started off really good until salazar was introduced, then it just became a meme jumpscare game with dumb banter from all the characters instead of being a psychological thriller.

some people said some of mine but:
Amnesia: The Dark Descent (the decisive modern horror game)
Penumbra: Overture ----> Penumbra: Black Plague
Alien: Isolation
Layers of Fear
Alan Wake
SOMA
Outlast
F.E.A.R.

Dying light is probably the best horror game graphically speaking. It's pretty intense if played solo and if you choose to do the missions during the night when all the zombies are alert and faster.
Try Eversion, it's a bit different from the ones listed so far. It has a free version with low res graphics, but it's also pretty cheap on Steam.
Oh, and the first Dead Rising game has finally been ported to the PC this month after being console exclusive for more than a decade. It's a really good game; not scary, but still quite unsettling. Also very Japanese. The port is up to Capcom's usual standard (very high); please try it.
Seconding Alan Wake. American Nightmare is underrated, too. If you have Fallout: New Vegas, I loved the Dead Money DLC.

The original fear is really nice - also an excellent shooter alongside its horror aspect.
It's not strictly a horror game, but Vampire the Masquerade: Bloodlines has a great setting and some of the best horror segments in video game history imo, alongside being one of the all time best RPGs - if a bit difficult to get working properly.

Can't ever go wrong with Silent Hill 2.

+1 for F.E.A.R it's honestly one of the best horror games I've ever played.
Neverending Nightmares
Layers of Fear (I can't say enough good stuff about this game, it's very well crafted and tells a good story)
Near Death (An excellent one because it's not about monsters, gore, and jumpscares)
Oxenfree (Probably the best horror game I've ever played. As a big fan of storytelling in games, this really hit the spot for me. Truly an example of videogames as art.)
Among the Sleep
Dear Esther (Existential horror is a kind of horror.)

Dead Space is fun but not super scary (3 is co-op)
Cry of Fear is free and has a co-op section
Dear Esther is free I think and kind of shitty but alright atmosphere to have in the background
Moirai is free and kinda creepy as a one off
also repping FEAR as one of the best early 2000s FPSs. Its a good game on top of being scary

How are you going to call Dear Esther kind of shitty after listing Cry of Fear? The original Dear Esther mod was mediocre, but the remake is really well done (though not free). Cry of Fear, while an admirable effort, ends up paying like a slightly spookier Resident Evil with significantly worse puzzles. Also, the experience in Cry of Fear varies greatly depending on which of the many campaign things you play.

Dear Esther is hard to call a game so i found it boring. Cry of Fear was at least a bit spooky
although I genuinely have trouble finishing horror games so I'm probably not a good critic of their quality
