I think the obvious retort to your co-worker is that these individuals were very much in a position of power; their victim was mentally impaired and they had a numbers advantage. To say they did not have power over the victim implies that the victim willingly submitted himself to torture, which is patently false.
If your co-worker's definition of racist attack demands dominance or power over the victim, then surely this fits the bill on that account.

the way the EC works is basically that each state gets a number of electors equal to their total number of congressmen, senate + house. whichever party wins in a state gets to send "their" electors to the voting whatever, electors usually being people who have served the party for a long time - it's mostly a ceremonial thingy. in the senate each state gets 2 senators, ergo smaller states get more representation because fuck you
