it seems like a great idea but i cant see valve being smart enough to overhaul pyro in that way. the most im expecting from the pyro update is fixing a few bugs and adding a new broken primary.
pyro is designed to be easy for noobs with the flare guns/airblast as the increased skill cap stuff

I've always loved the lightening gun idea for pyro but I think it would be best if it still felt like a flamethrower at least a little bit. For example, the center of the beam would act like a lightening gun and would have to be directly on the enemy to do any significant damage, but around that beam are little flame particles that do very little damage or set enemies on fire fore a brief moment.
as long as it doesn't have all the full capabilities of an LG it could work

If you're interested in a pyro main opinion:
I really want to have to aim with pyro. Most of all I want "being good at pyro" to be a meaningful sentence. This will sound retarded to a lot of you guys but I tried to be a good pyro in HL for a long time, trying to understand how to maximize the potential of this shitty class, and it's not a class where you put more hours and become better. All you can really do to improve is gamesense, shotgun aim and get a better internet so you can have 10 ping and insane range because the weapon is broken like that. None of those things are specific to pyro. Reflects are easy (although there are some mind games and prediction involved) and flamethrower aim is a joke.
I'm not sure if "simply the LG" is the way to go with pyro because the heavy already has a tracking-based primary (I'd want the flamethrower to have unique mechanics compared to other weapons), but the flamethrower being a skill-based weapon like a scattergun or rocket launcher would do a lot of good to the class. I'd be really excited to try and get good with it.
