A straight damage vulnerability penalty would be more appropriate. This almost certainly won't happen, since it's rate of usage is high.

I like risk/reward. I just don't like the concept of Soldier gaining the utility while hurt and taking damage with no falloff. Sacrificing your ability to shoot/reload is fair enough, but being two- or three-tapped down from distance is extremely annoying. I suppose one could argue that this just requires more careful judgment as to when to use it, so it's a matter of perspective/opinion.
