Wow thanks for this info! Im sure once every single pubber playing this game starts abusing this Valve will surely take direct action, thanks to you no less!
Pete1. After the sv_pure 2 checking finds one file that isn't correct, it stops checking the other files. If you join a server with sv_pure 2 these files are checked:sound\... trusted_source models\... trusted_source materials\... trusted_source particles\... trusted_source scripts\game_sounds.txt trusted_source scripts\game_sounds_manifest.txt trusted_source scripts\game_sounds_player.txt trusted_source scripts\game_sounds_vo.txt trusted_source scripts\game_sounds_vo_handmade.txt trusted_source scripts\game_sounds_weapons.txt trusted_source scripts\soundmixers.txt trusted_source
But if you join with multiple game_sounds files you will get this error:Reloading sound file 'scripts\game_sounds.txt' due to pure settings.
... and that's it. It stops there. In order to get the game_sounds_weapons.txt file to be properly checked by sv_pure, I had to remove all the individual file checks besides that one.
does it check the files in that order? can i in theory use hot_female_pyro_big_boobies models on sv_pure 2 if i fuck something in sounds up first?

unpopular opinion. I know people have been using this for a long long time (kinda like how mustard was saying) and I truly do believe more people are gonna be pissed because they don't want other people knowing about it, but the fact is people are already using it, making it "private" just worsens the issue by not allowing other people to have the same advantage. yes its shitty it ruins a class entirely, but what you rather have at this point? everyone has the same advantage and the clarity of the situation being much more defined, or just a few people using it to cheat?
think b4nny bind but only a few people can use it. (not saying its a cheat, but by comparison its a script that gives a blatant advantage over people that don't use it)

Just want to say that I love some of the cognitive dissonance over this whole thing. Some people keep saying we need to listen and trust valve for weapon fixes and bans, and now some of those same people are not willing to trust them to fix a simple bug.
Won't players get banned/rounds get defaulted anyway if they use this? (http://etf2l.org/rules/general-rules/#6)
I don't think it's impossible to check when someone uses this script/cheat. It might be pretty difficult in highlander, but in 6s it shouldn't be too hard.

it is not possible to catch someone doing this without a shadow of a doubt just by watching a demo. offenders would have to either admit it or get caught on stream.

I don't trust them to fix this, I just prefer to watch the whole thing burn than to plug my ears and pretend like it isn't there. Why should the community cuck themselves over Valve's fuckups? Why are we attacking people within the community and making this big stink over morality when the problem is clearly Valve? That's the real cognitive dissonance.

I like trolling the people I know use this by cloaking and decloaking over and over again to piss them off.
---
I've banned 4 people in my league that used this, or a variation of this script. All of which admitted to using it directly after being banned. It's 100% possible to detect but I will say it is definitely not the easiest thing in the world to sit and try and detect, but that can be said with all cheats when they're well disguised by the player using it.
Mostly I figure it out by playing against them but that's just mainly due to the sheer amount of spy I've played. This script becomes really bad at the lower levels where people just don't question it or know better, and without anyone reporting those incidents, there are many many people who are probably using this in RGL without being caught. All of this can be said with other cheats though, it's not a unique situation.
@Pete, I'm not happy you posted publicly how to do this because it is inherently giving me more work to do in order to keep my league cheat free, but this is offset by the fact that now there are many capable people who are going to try and find ways to detect/block/flag this cheat when used in a match server, because they all share the desire to enjoy tf2 at it's best.

I agree, if this was an issue years ago that a few people have been known to using it, then if anything it's just staying as a "hidden private" cheat for these people who may never get caught or banned as they get away with an unfair advantage.
Pete making this more public is great, and the fact that there's already at least 3 pages on the thread(and hopefully more) is good. Let more people start abusing it, or as hooli has mentioned, get the pubbers angered about it so that Valve will possibly pay attention. This will either lead to:
1. Valve eventually fixing it and thus getting rid of the people that have been using it(and who will ever use it).
2. More and more people continue to using it, and Valve not fixing it after a certain period of time where it's ridiculous, but clearly solidifying their stance on the future support for TF2(to b4nny, that means it's not all about unbanning more weapons in whitelists).
Honestly, if this does get to the point where it becomes more known and used on public servers, just a PC gamer/vg247/kotaku article will start talking about the craze, and then perhaps Valve will start to see the bad public image of it and get to fixing it.

Busy week but sent an email:

Goodluck getting Valve to respond to this or do anything at all. I've reported multiple ways of changing various settings in TF2 that can be used as exploits over the years and the vast majority of which haven't been patched in anyway.
BTW there's a few other ways of editing the Spy Cloak volume along with a shit ton of other sounds. There's a specific one that I reported to Valve over a year ago at this point and again a few months later that hasn't been addressed and works in sv_pure 1 and sv_pure 2 by default. Though sv_pure 1 can be configured to block it and a ton of other ones including the one posted about and explained in this thread, just a massive pain in the ass to confirm whether or not a server is setup correctly for scrims/league matches.
Was about to mention how one of the top teams in open has 2 players on it that actively used some of the spydecloak scripts enough to get banned in UGC&RGL, but fortunately that team died.

SpaceGhostsCoffeeComanglia made a video on this recently, it's more than just hearing spies. You quiet/louden any game sound you want, so you can make footsteps, decloaks, and the uber crackling noise really loud and everything else quiet. It's really really dumb
https://www.youtube.com/watch?v=K903iCTtewY
Technically speaking the one mentioned in this thread and how to do it, isn't the same. Yes you can replace the sounds but you can't actually keep the stock one and make it louder with the one in the OP. The one I posted is FAR worse.
The short of it is that you can change the volume of every sound file in the game
Things to mention specifically though just to hammer in how game breaking this can be.
- Medics getting and Holding uber/kritz +
- Medics using uber/kritz +
- Uber fading/kritz +
- Footsteps +
- Spy Cloaking/Decloaking individually at that you can keep stock volume for cloaking and louder decloaks +
- Sentry Gun beeps +
- All class voice lines
- Ambient Sounds +
- Sticky Bomb "arming" that little beep sound stickies make when ready to detonate
- Sticky Bomb colliding/sticking to a surface +
- All Weapon Sounds individually to basically every weapon (some reuse sounds) and even down to the actual firing or just reloading or vice versa
- Ammo/Health respawning +
- Ammo/Health pickup +
- Explosions I'd imagine most people would make this quieter +
+ = I fully confirmed this can work with this file edit. The rest I didn't bother trying because I could already do 99% of the other things I tried.
I can continue for a shit ton of other super low-key things that actually could be really important (see Ammo/Health respawn and pickup currently it's so rarely heard it's unimportant), to the super obviously important (ex. decloaks, guaranteed uber knowledge, stickybomb placement, etc.
Oh, and one final last tidd bit about it. You can change the volume by such a low-key amount it would be difficult for anyone to confirm you're actually doing so even if you stream, so long as you have some low-music in the background. The Volume change can be as little as +1% or -1% possibly less or as much as +/-100% to +/-1000% depending on the file.
Edit1
Please continue to report this to Valve. Especially if you rarely send them feedback.
@Valve: If for some reason one of you actually reads this, pls check you feedback email link. I'm assuming my email address is included since it's a required field. Just look for "Comanglia" in there you'll find my gmail address. If you have issues finding a report referencing this I'm not hard to find.

For those curious, I'd rather have Valve reach out to me at this point because I'm leaning heavily towards feedback that includes my email is either blocked/filtered, or at least that's what I hope is going on.
Edit2
Someone ping me in 30 days, I'll explain to everyone exactly what file it is, where to put it, how to add/change volume of basically every sound in the game.

Technically what Pete posted should work.
Petesound\... trusted_source models\... trusted_source materials\... trusted_source particles\... trusted_source scripts\game_sounds.txt trusted_source scripts\game_sounds_manifest.txt trusted_source scripts\game_sounds_player.txt trusted_source scripts\game_sounds_vo.txt trusted_source scripts\game_sounds_vo_handmade.txt trusted_source scripts\game_sounds_weapons.txt trusted_source scripts\soundmixers.txt trusted_source
Now in the testing I did was confirm that sv_pure 1 when setup similarly to the above did in fact work and looking through my notes technically sv_pure 2 works as well for some of them as well.
The main problem I ran into however was this works more or less identically to how people used to get flat textures / game banana wall hacks to work or partially work in sv_pure 2. You had to preload all the custom files on a sv_pure 0 server 1st and then join straight into the sv_pure 2 server. Valve patched this by making all sound/materials/particles get reloaded upon joining a server. However this likely isn't done for files in the scripts directory partially because the game references a lot of files in that directory even when not in a server and likely was just a general oversight by Valve.
Technically speaking waiting for all clients to join a server that's setup as sv_pure 1 (as configured above) or 2 and then reloading the map should set them to default TF2 settings for scripts such as these (it's been awhile since I specifically tested this so my memory is a bit hazy)
If for some reason you are a user of 1 of these scripts and specifically the one I talk about in the video I linked snd_restart resets you to default settings for these scripts if you're in a sv_pure 1 (with the whitelist pete posted) or 2 server.
Another reason I mentioned sv_pure 1 with a whitelist is because there's potential for server logging (likely requires a plugin) for failed checks on "trusted_source" files/directories and can potentially help teams/players/leagues/admins find players using said exploits.
