it was mat_showlowresimage 1, im guessing you had the blocky particles thingy enabled

yeah it was mat_showlowresimage, its always been sv_cheats 1 only but somewhere in 2015 valve made the command make everything white and crash when trying to set it back to 0 (to prevent people from having blocky particles)
But recently theres been a new way to recreate the command :
-forceallmips in launch options, lodbias 3 for blocky textures and lodbias 15 for every texture to be flat

you can do "vgui_drawtree 1" -> highlight MouseOver and hover your cursor over the missing texture and it should show you what file it is under [TF Root Panel, CBaseViewport]

chmod -x $HOME/.local/share/Steam/ubuntu12_64/steamwebhelper

removing/renaming steamwebhelper.exe and starting the client with -noverifyfiles.

-vgui brings back the older ui, I've heard that the thing works with that

I wish I were good in quake, like my aim and movement are fine but I just lack gamesense and proper positioning, sadly i mostly use quake for aim or movement maps so I actually don't play the game this much, so it'll take me a while to actually get good.
