We haven't been done much to communicate our reasoning around the map pool and map cup choices, so I wanted to share some of that here:
One of our current goals at RGL is to continue to improve the map pool, and supporting new maps is critical to that. This is a worthwhile goal which has already had success:
- koth_clearcut, which was introduced in S1 instead of granary/badlands, is now well liked and rated within a few percentage points of the staple map koth_product. koth_bagel is rated similarly (although the sample size is smaller).
- cp_villa was less disliked this season than granary was when it was played in S2, and has the chance to continue to improve, unlike cp_granary.
We haven't included older maps in recent surveys because the spot in the map pool isn't open to them - we'd much rather have a map with mixed opinions that's in development and will improve than one that has similarly mixed opinions and will never improve (i.e. granary/badlands). Maps like reckoner and logjam have been discussed for inclusion in map cups, but are generally pretty static in their current states and have had lukewarm receptions in other regions, so we focused more on maps that have seen less exposure and are newer for this cup.
With all that being said, there are definitely parts of our approach that can be approved. While we're on the topic of the map pool, one of the ideas that's been floated is to include all three koth maps this season rather than including villa, and bring in the map cup map next season. While bagel and clearcut are both liked better than villa, a significant portion of the community is against 3 koth at the moment:

Who cares if black people want to be able to say the n word? We will ban them for it, because it's for their own good.
As long as that approach exists, no one will ever be satisfied with a single one of your decisions. That's the deal y'all have made.

All Reckoner needs is some changes to the last point. Logjam has been seeing critique for several seasons in several regions. Why introduce a map that needs even more work just to fuck the map maker over in a season or two?

Logjam is pretty lukewarm (altho the winner of ozf main last season was #JusticeForLogjam) but Reckoner consistently gets good marks from most of the ozf playerpool, was picked for every div's Grand Finals and played in 3/4 of the Grand FInals . That Reckoner isn't getting a serious consideration despite it having consistent playtesting and playtime throughout the other regions is silly. Having played many games on it I can speak to it's quality as a map, especially rc6.

Is there a good reason even if people don't want more koth as a permanent change that there was no visible attempt to clarify if it would be better/preferred to add bagel and temporarily replace villa with clearcut until more 5cp maps mature?

One season is a long time, and maybe we could have a map cup with several actually good candidates instead of unplayable garbage, a clearly not ready but mediocre map or two, and a map that is very much good enough and about to be better. If you can toss dead-ended garbage like Mist and Synthetic and Kalinka and Redrock at map cups maybe we could play maps actually worthy of play instead and it'd be easier to find replacements to Villa.
