I understand I come from a position of bias here being the guys teammate, but I will explain my reasoning for why I genuinely don't think Eli is cheating.
For starters, Eli has been cooperating with the anti cheat team since before his ban was even over, he streams all matches, has streamed with both monitor cam and hand cam in the past, and provides his all of his pov demos publicly and to the admins (https://drive.google.com/drive/u/0/folders/1nKp4M6EH-xtf-cSVWu3GfZmhfkAi63N5). Additionally, he streams himself launching tf2 with his task manager open, and streams his executed programs at the end of each stream. Technically I think its still possible to hide cheats with this, but things like the hand cam, streaming every match, and publicly providing all pov demos are things that are not necessary to do and make it significantly harder to hide cheats.
Also, I think that some of the clips posted by Dippidy are weird, but not necessarily damning at all. Especially considering Eli streams at 30 fps, so frame by frame analysis is not very strong. I think if you took any good or even decent player and analyzed a 30fps replay of a stream vod you would find clips like this. I would encourage you to look at his pov demos (that he provided) of each of those instances and see if they aren't at least mitigated by the extra data. There are even points within the clips that Dippidy shows where he says that "oh that last part looks normal" or "yeah guess thats not as bad as what happens next" (paraphrasing). Given these factors I don't think that there is strong enough evidence that he cheats.
Another thing that has sorta shattered any doubt in my mind is that Eli has told me his intentions to play at the upcoming Philly LAN, and has stated that he will use someone else's config/usb and be playing on a rental. Obviously LAN hasn't happened yet and he could go there and beef and not prove anything, but I think that if someone was cheating, they wouldn't be as eager as he was to play and compete on LAN.
Eli was also grinding pugs/dm during the duration of his ban, so when people say "woah he hasn't played in so long/since his ban and now hes goated!!" sarcastically, it doesn't really hold up.

I have no idea why any amount of cheating is tolerated in comp TF2 or why the consequence for getting caught cheating isn't a permanent ban regardless of what cheats were being used. I genuinely do not understand how that doesn't completely undermine the competitive integrity of the game and I also don't understand the mental gymnastics some people do to defend people who have been caught blatantly cheating before.
