I also run max settings on my 4790k with dual 680s (I only run single in tf2) and get much better fps than you're getting, I feel like your frames should be higher (I posted some of my results earlier in the thread).

tl;dr: Dump all this shit in /cfg/ or /custom/pazers_config/cfg/ or /custom/pazers_stupid_config/cfg/ or whatever. See one of the _launch.cfg's for recommended command line parameters. You need to put +exec perfcfg_high_performance_launch OR +exec perfcfg_performance_launch OR +exec perfcfg_pretty_launch on your command line at the minimum.
Honestly splitting things up the way I did was probably more trouble than it was worth, but the original idea was to have cvars that require a material system reload (game freezes while it reloads all textures) in separate cfgs (_launch.cfg) than the cvars that didn't require a material system reload (_runtime.cfg). By doing this you could quickly change cvars that could actually be changed quickly (without freezing or crashing your game) by just execcing one of the _runtime.cfg configs during your game. In practice, I've never used this functionality once. Oh well.

Bar none knowledge on hardware, but I'd assume a better CPU is the next milestone. Ever since I was told that playing a Gameboy with audio on drained the battery faster, I've minimized everything possible. I'm sure I'm somewhat reliably at 120 fps @ 120hz but doesn't really feel like it. If dx9 is the new default, I'm screwed till I get better parts I'm guessing.
I'm running two monitors but thats as far as I go in terms of graphical luxury.

Just look into overclocking, you've got a CPU that's decent enough to go up over 4ghz that ought to get you some extra frames.

As far as I can tell the motherboard is the worst part. http://www.msi.com/product/motherboard/B75MA-P45.html (reading from Speccy anyway). Two 120mm fans but that's about it.
/Apparently it can't clock beyond 3.8 GHz. I was kinda expecting to upgrade my motherboard next anyway.

For TF2 only should I go with 4 core CPU (e.g. Athlon 860k) or a 2 core with better single core performance (e.g. g3258)?

2 core with better single core performance. If you want to know more ask your questions in this thread: http://www.teamfortress.tv/12714/pc-build-thread

@Pendji
Yeah it can't because you have a B75 mobo, with a Z77 you would be fine :/
