irc was cool it made being a team leader moderately less cancer
you also get to play against a bigger variety of teams so you see different plays/learn to play against different styles

however irc is pretty outdated. people should make a scrim website that actually works like irc (scrims in the moment) with a cleaner interface and additional features. all scrim sites i've seen are for scheduling which isn't really what tf2 needs
until that happens though just use IRC

It shouldn't be too hard to add instant scrims to an existing scrim site. Should be at least slightly easier than making one from scratch unless the existing code is bad.
Also, a problem with IRC is trolls that will advertise as a low/mid open team and they end up being pugscrims, high open or IM team, or just some dudes who want to fuck around and waste another team's time for some reason. Granted this isn't a huge problem (especially since with better teams or pugscrims you might learn some new things from them) but it has happened before. I assume making a frontend for it would pretty much fix the issue (does this happen with the web scrim schedulers?).

discord would not be a bad idea but irc still works as well

I think discord would be a more relevant and just as easy way to use a chat and find scrims. All it takes is for actual team leaders/scrim finders to actually use the chat, or any sort of scrim site.

Tons of people of people don't understand it or want to have to download it or go through with it. There was a site though that let people in, but if I recall there was problems with it and I don't even recall what the url is even more for it. Now we are in 2015, where time to time IRC is becoming a bit less relevant as people tend to use other sorts of way for communication. Note that as time has passed in TF2 since we used IRC, the comp TF2 scene has gained much more people, more new people to be exact. Using the discord is one current way that can be used for easy access so new teams can use it without having to worry about IRC as much.

"[6s/HL]. [Division]. [CP/Koth Map]. [yours/our server]. @(your discord name) for contact."
That could be one way, or whatever else is important to add, like timezone or time to scrim for another time. Credits to Hassassin for the info on scrims.

discord is exactly what you're looking for if you want a modern irc. has persistent text channels, web or application based, voip if teams wish to use that (couple friends and I measured the latency to ~80 more than mumble which is minuscule for voip, nothing like in a game with constant input and is not going to be the reason you drop uber)

I still use IRC daily but compared to discord its obsolete. No point trying to get people to use IRC when discord is available.

In my experience, many people struggle with the initial setup of IRC and the use of text commands. It's probably a little more involved than they are used to. Also, I think a lot of "How to setup IRC" tutorials are very lengthy/detailed, so there may be more perceived difficulty than actual difficulty.
That being said, people these days really just want to be able to put in a username and click a big green "Go" button. They don't want to worry about knowing commands or doing a bunch of extra stuff, which I think is totally fair. Simplicity is really nice.
Granted, there are clients for IRC that make it that simple. I like to use KiwiiIRC sometimes, it's pretty neat.
