ThalashFuck sake, ETF2L & ESEA don't even run the same ruleset, maybe you should work that out first.
ESEA's ruleset is managed by a plugin and supporting software that would require ESEA to spend programmer time on changes for a comparatively dead game instead of working on their CS cash cow. The plugin is private, so someone would have to write an open source plugin that cloned the behaviour, then ETF2L and others would have to start requiring all match servers to use it.
I'm not saying there isn't someone insane enough to spend their time doing this, but the ESEA ruleset is not optimal and it would be widely adopted simply because it's not in the interests of a company to spend money to improve their offering because there's nothing in it for them. That doesn't seem like the right reason to make that kind of change.
The whitelist changes, even if you don't like them, are something that's easily done for every league without expenditure of software engineering effort.

teleporting sentries to the other side of the point with the rescue ranger on granary, process, reckoner and snakewater lasts could be borderline gamebreaking. you can redeploy a level 2 really quickly with the jag as well. at the very least it's going to make stalemates on last points even worse

med unlocks + gunboats was the most fun 6v6 whitelist. this valve/pubber pandering has made the gamemode worse. whats sadder is neither valve nor pubbers even give a shit, so its all been for nought

buffing defensive offclasses (engi and heavy) makes the game so much slower + makes stalemates more likely to happen (and fast tf2 is funner imo)

This is all fine and dandy yet I fail to understand why indefinite taunts are banned

When you use them, you go into third person. This allows you to see around corners from a safe position, no peeking required. If you can immediately cancel that taunt whenever you want, this gives you a notable advantage, so they are banned.
Taunts where you can't choose when to cancel are different- they're similar to default taunts, you're vulnerable when using them and you can't choose to stop whenever you want.

Loch and Load will most definitely be a buff to the existing meta. It has more consistent damage than rollers. Long range directs in maps like Process or Snake is going to be much easier. Demos don't need to commit that far if they want to do high amounts of damage. Think of it as pre-nerf loose cannon.

One of the reasons I found 6s compelling was because it didn't have all the bullshit unlocks and total choas of pubs.
I don't feel comfortable with this idea of letting valve rebalance these weapons while we "playtest" them.
We already know they are broken plus valve doesn't exactly have a good trackrecord when it comes to handling user feedback.
Having those weapons banned should be a clear enough signal. "fix these weapons, because we don't want to play with them."
I know we're trying to cater to valve's idea of comp, but let's be honest matchmaking can be considered a fucking failure. So why would we mud our own waters for that? Why don't we stick to what we figured out to be fun and competitive ourselves?
