I think I read on reddit that they're made by the catbot guy because he was mad that they banned all of his hacking accounts

Often I hear the justification of "I'm bored with TF2" or whatever, which doesn't make any sense either, because you could just go play other games, or maybe even pick up another hobby entirely.

As to how this is being doing this is either a simple DDoS attack, or a client that's sending/pulling a lot of erroneous data that causes the server to put way to much power to / causes a memory loop. If it's the latter it would likely get picked up by a lot of AC server plugins and get whatever client that's doing it auto-banned.
Really hope Valve actually ups their game though. Just simply banning bots/people isn't enough if this is the route they choose to go.

I figured out awhile back that servers with tf_max_voice_speak_delay (I think) set to -1 you could spam voice commands to crash the server, couldn't get it to work without that cvar set so I wonder how there getting that to work.

It's becoming incrementally harder to enjoy TF2, unplayable casual, performance issues, instability.
If it was up to me, I'd trade the last 3 years of updates with a semi-major update addressing major issues.
